See now, this news makes more sense. This is from Access Hollywood:

"According to the CHP, if Brandy were to be found the "party most at fault" for the accident, she could be charged with a misdemeanor for vehicular manslaughter.

CHP is still investigating the situation and hope to have it wrapped up by next week before it will be handed to the Los Angeles City Attorney's office to see if any charges will be made, authorities told Access.

However, under the specific penalty code, the person at fault will be charged but will not receive jail time.

Additionally, CHP told Access there was nothing in the report to indicate any sort of distraction that caused the crash, as officers described it as just a "wrong place at the wrong time" incident."
